Mission of Planning
To shape the strategic direction of the organization by spearheading the crafting and monitoring the implementation of Corporate Plans and Capital Projects and Reengineering of Business Process.
Overall Functions for Department:
- Reengineering work processes and systems.
- Spearheading the crafting of Organization’s short, medium and long term Plans.
- Monitoring implementation of Organization’s Plans and Capital Projects.
- Coordinating the preparation and approval of Capital Projects and investment decisions.
- Negotiating and managing Business Agreements with contiguous railways and major clients.
- Providing specialist advisory service to senior and line management.
1. NRZ Recapitalization project status
GOVERNMENT awarded the tender for the $400 million recapitalization of the National Railways of Zimbabwe (NRZ) to South Africa’s Transnet, which is partnering a consortium of non-resident Zimbabweans in the project. The recapitalization programme is expected to re-equip the parastatal and make it competitive. The company is a vital cog in the country’s economy and has potential to become an important regional transport hub. 16 October 2017; Cabinet in Zimbabwe granted NRZ authority to engage DIDG TRANSNET Consortium in contract negotiations regarding the NRZ Recapitalisation project and thereafter to submit draft Joint Venture agreements for Cabinet approval once agreement has been reached.PPP MODELS OFFERED BY NRZ
- a) Operation & Maintenance Contract (O & M): The private-sector partner, under contract, operates a publicly-owned asset for a specific period of time. The public partner retains ownership of the assets.
- b) Design-Build-Finance-Operate (DBFO): The private-sector partner designs, finances and constructs a new infrastructure component and operates/maintains it under a long-term lease. The private-sector partner transfers the infrastructure component to the public-sector partner when the lease is up.
- c) Finance Only: The private-sector partner, usually a financial services company, funds the infrastructure component and charges the public-sector partner interest for use of the funds.
3. Work-study services
Work-study which in modern day is now called Management Services is specialized function falling under Strategic Planning Branch. Its broad mandate is to investigate advice and give solutions to organizational problems in particular on how resources of the organisation (human, financial and physical) are allocated and utilised.Extension of railway line projects
NRZ has plans to extend rail services in future as outlined below.
a)MKWASINE –MUTARE RAILWAY LINE
The project entails construction of a direct railway line from Mutare to triangle/Chiredzi, thereby providing a rail transportation corridor for agricultural produce (sugar cane, maize, fruits etc) from Mkwasine, Mwenezana, Triangle estates, Middle and Upper Save to the eastern border town of Mutare going further to Beira in Mozambique. It will also provide a shorter route for railage of traffic originating to/from South Africa to the lowveld, eastern region and Chimoio/Beira areas.
- b) MVUMA –POUNSELEY /MUTARE RAILWAY LINK
The project involves construction of a new railway line to link the mining area of Mvuma, Dorowa minerals (phosphates) and guano extraction in Ingezi to the existing Mutare- Beira corridor. The new rail route would also provide a shorter rail route for passenger traffic ex-southern /midlands provinces through Gweru/Mvuma section with a new link through Chivu-Dorowa /Mpandawana, Save north areas to Pounsley then Mutare.
- c) KADOMA-SENGWA RAIL LINK
This rail system would facilitate transportation of coal from Sengwa to Kadoma and beyond. Presently the coal is road transported resulting in a high demand for road haulage trucks to move the high volumes which could easily be cost effectively moved by rail. Additional traffic would be from agricultural based activities and passenger services to cater for the corridor communities and tourism industry.
- d) HARARE/BINDURA (ZIMBABWE) - MOATIZE (MOZAMBIQUE) LINK
Project involves the construction of a new railway line to link Harare or Bindura in Zimbabwe to Moatize in Mozambique. The railway line from Harare towards Moatize in Mozambique currently terminates at Bindura and will need to be extended or a completely new line constructed from Harare to join the Sena railway line Moatize. The rail system would facilitate transportation of granite blocks from Mutoko, agricultural produce from/to Zimbabwe, Malawi, via Tete Province of Mozambique. The likely route would be from Harare passing through/close to Murewa, Mutoko, and Nyamapanda to Tete/Moatize (Mozambique) where it will link with CFM’s Sena line.
- e) LIONS DEN (ZIMBABWE) TO KAFUE (ZAMBIA) RAIL LINK
This project envisages construction of a new railway line to link Lion’s Den in Zimbabwe and Kafue in Zambia to provide a shorter transit route for traffic to and from Zambia through Zimbabwe from and to Mozambican sea ports and an alternative route for traffic from and to seaports in South Africa to and from Zambia and countries in the north of Zambia. The railway line from Harare towards Zambia currently terminates at Lion’s Den and will need to be extended to join the Livingstone-Lusaka railway line at the nearest point i.e. Kafue.
