The NRZ is a member of the Southern African Railways Association (SARA) is an Organisation that was formed in 1996 in terms of its Constitution in response to increasing road competition. Its mandate is mainly to lobby for the levelling of playing field between road in terms of policy and regulation. The mandate of SARA is defined in Article 7 of the SADC Protocol on Transport, Communications and Meteorology.
